“There is an awful lot in the [Federal Courts Merge] bill, which I don't think will be all that controversial, which would immediately improve the system and give to the courts more powers to manage cases properly than they have now. [...] These proposals are all about managing cases properly, reducing the amount of time on oral argument—all sorts of things which are very practical. But in my experience, these powers are really important to allow good judges to manage cases a lot better than they do now.”
